Parks release RFP for adventures

                                Notice is hereby given to all interested persons that the State of Alabama, Department of Conservation and Natural Resources, will receive bids at the time and date hereinafter specified, for the operation, by concession contract of ecotourism guided adventure sports/entertainment activities at Wind Creek State Park, Lake Guntersville/Desoto State Parks combined and Cheaha State Parks 
 
                                The guided adventure sports/entertainment activities to be operated by the successful bidder are specified in the concession contract for the park and are part of the bid materials which are available upon request. Each bidder shall personally examine the facilities offered; arrangements for such examination shall be made by email, telephone, or letter request to respective park's Superintendent or Manager.
 
                              Bids will be opened at 2:00p.m. on November 14, 2014, in the office of the Director of State Parks, Alabama Department of Conservation and Natural Resources, Room 539,64 North Union Street, Montgomery, Alabama. All bids should be submitted in sealed envelopes in the form and manner prescribed and should be marked clearly on the outside of the envelope with the words, 
        "SEALED  BID  ECOTOURISM  GUIDED ADVENTURE SPORTS/ENTERTAINMENT ACTIVITIES AT WIND CREEKSTATE PARK, TO BE OPENED AT 2:00 P.M. ON NOVEMBER 14, 2014," to avoid the opening of same as ordinary mail.
                                BIDS MUST BE SUBMITTED ON FORMSPROVIDED BY THEDIVISION OF PARKS, PROPOSING TO PAY THE STATE OF ALABAMA, DEPARTMENT OF CONSERVATION AND NATURAL RESOURCES, THOSE REMITTANCES STATED THEREIN, AS WELL AS ALL OTHER AMOUNTS REFERRED TO IN THE CONCESSION CONTRACTS. THERE IS A REQUIRED BASE BID OF GROSS RECEIPTSPER MONTH, ASSET OUT IN THE CONCESSIONCONTRACT. THE SUCCESSFULBIDDER WILL BE DETERMINEDBYTHE HIGHEST PERCENT OFFERED. THE CONSERVATION DEPARTMENT WILL NOT ACCEPT ANY BASE BID LESS THAN FIVEPERCENT(5%) (OF MONTHLY GROSS RECEIPTS).                                which shall be subject to verification. The experience required hereby must be personal experience if the bid is submitted by an individual, or it must be the experience of the entity itself in the case of bids submitted by firms, companies, partnerships, associations or corporations, etc., which will operate the concession.
 
                                The successful bidder will be required to provide a faithful performance bond or letter of credit, as well as insurance coverage, in amounts as specified in the concession contract. All interested parties are notified that the successful bidder will generally be required to provide items and equipment, as provided for in the concession contract.
 
                               Maintenance and up keep of the facilities, of all equipment used in connection the rewith, and for the grounds adjacent to said facilities, except as provided in the concession contract, shall be the responsibility of the successful bidder, subject to the terms and conditions of the concession contract. All rates, charges and fees of whatever kind shall be subject to audit and adjustment by the Commissioner of the Department of Conservation and Nah1ral Resources. The term of the concession contract shall run from January 1, 2015through December 30, 2026, under the provisions thereof.
 
                                The successful bidder shall have twenty (20)days after receipt of the concession contracts to execute same and furnish all required bonds, letters of credit and insurance policies. In the event the successful bidder has not performed in the time limit presented, such failure shall be treated as a refusal if the Commissioner so elects.
 
                                The Commissioner of Conservation and Natural Resources reserves the right to reject any and all bids and all requirements of State law not otherwise set out in this notice governing the operation of these facilities and the letting of this contract shall never the less apply to this invitation and any concession contract made pursuant thereto.
 
                                  Concessionaire agrees to comply with all local, state and federal laws.
