Oak Mountain, Wind Creek, Chewacla, and Lakepoint State Parks

THE DEPARTMENT OF CONSERVATION AND NATURAL RESOURCES is soliciting qualifications from guided adventure sports operators to provide public/private partnerships for the design, construction, and operation of a “zip line, canopy tour, or challenge course” system, or some other related ecotourism guided adventure sports experience acceptable to Conservation. These submissions of qualifications may be made for either individual parks, or potential groupings of the ten parks (Joe Wheeler, Monte Sano, Guntersville, De Soto, Lake Lurleen, Cheaha, Oak Mountain, Wind Creek, Chewacla, and Lakepoint). The scope of the recreation effort includes management of the respective concession projects’ design, construction, and operation at the respective ten named parks, and other associated items that may be necessary to complete these concession projects. This work will be for the Alabama Department of Conservation and Natural Resources State Parks Division.
The eventual bidding of concession contracts by qualified guided adventure sports operators will be granted pursuant to the provisions contained in Section 9-14-20 et seq., Code of Alabama (1975). All bidders would submit with their bids proof of at least five (5) years actual experience in the operation of similar facilities and a complete financial statement, which shall be subject to verification. The experience required hereby must be personal experience if the bid is submitted by an individual, or it must be the experience of the entity itself in the case of bids submitted by firms, companies, partnerships, associations or corporations, etc., which will operate the concession.
All interested parties are notified that within the bidding to follow, the successful bidder will generally be required to provide items and equipment, as provided for in the concession contracts.
Maintenance and upkeep of the respective concession’s facilities, of all equipment used in connection therewith, and for the grounds adjacent to said facilities, except as provided in the concession contract, shall be the responsibility of the successful bidder, subject to the terms and conditions of the concession contracts. All rates, charges and fees of whatever kind shall be subject to audit and adjustment by the Commissioner of the Department of Conservation and Natural Resources. The proposed term of the concession contracts would run from April 1, 2014 through March 31, 2018, unless renewed for up to two (2) additional four (4) year terms under the provisions thereof.
